Please add FDK-AAC license identifier to SPDX license list

Hey all,

Since SPDX's effort to include all remaining approved Fedora licenses
in SPDX has stalled out (again!)[1][2], can someone *please* add the
FDK-AAC identifier to SPDX? It's blocking my submission of
fdk-aac-free to openSUSE[3] right now.

It is actively used in Fedora for fdk-aac-free[4][5].

We use this SPDX identifier:
LicenseRef-scancode-fraunhofer-fdk-aac-codec
I don't want to use LicenseRef identifiers. They're terrible hacks to
deal with a process problem. SPDX agreed to import Fedora license
identifiers some time ago, but since that stalled out, I want to see
at *least* the one identifier from Fedora (FDK-AAC) added for now.

And LicenseRef- tags are an indication that we're not using
standardized identifiers, which defeats the whole point of this. If
ScanCode is making up identifiers, then that's a *massive* process
failure. Identifiers should be added as soon as the license is
recognized to be in use. This is one of the major reasons why the
"Callaway"/Fedora system has persisted.

If you're not able to move at the speed of the community, what are you
doing and what is the point?

Hi Neal,

I made an issue for a new license request - https://github.com/spdx/license-list-XML/issues/1355

In the future, please submit a new licenses to be added to the SPDX License List via the Github repo - see https://github.com/spdx/license-list-XML/blob/master/DOCS/request-new-license.md for details as to what a new issue need include or you can use the online tool.

By the way, “SPDX has stalled out (again)” is not a particularly fair characterization, as the project of getting all Fedora “good” licenses onto the SPDX License List cannot solely be done by the SPDX community,. That being said, thanks for helping advance the cause by one more license that we know needed to be added!
