3.11 License List release

Hello all, This release included a smaller number of new licenses than some of the recent prior releases, as much of this release cycle has seen a greater focus on the "licensing profile" updates for the main v3.0 SPDX spec discussions. In addition to various documentation cleanup and license markup edits, 6 new licenses were added to the list: More details can be found in the release notes at https://github.com/spdx/license-list-XML/releases/tag/v3.11. A big thank you to the participants in the SPDX Legal community and license request submitters who contributed to this release.

The SPDX online tools has now been upgraded. It is a rather significant upgrade – thanks to all the GSoC students, contributors and especially Rohit who has been a contributor, mentor for GSoC and a maintainer for the project.
The tools can be found at https://tools.spdx.org
Please update any bookmarks or links. The old IP addresses and URL’s will redirect for about a month. After that, I plan to retire the old server and the URL’s will no longer work.
Note that I had some challenges upgrading the database, so there may be some remaining issues.
If you run into any problems, please log an issue at https://github.com/spdx/spdx-online-tools/issues.

Gary, thanks for this! I think this will be helpful as we periodically get issues submitted asking about dead links -- will be helpful to have it more visible on the license list page. Hi Matija, I think that if there is a desire for an Internet Archive link, that's probably most easily handled by a PR to the particular license XML file in https://github.com/spdx/license-list-XML to add to (not replace) the cross-references. I don't expect that the publisher tool will automatically add them in, or that the license list maintainers will hunt for replacement links across all licenses -- but if the community submits PRs to supplement with links for particular licenses, I think those would be merged. One of the most requested enhancements for the license list data is to retain the original formatting for the license text in the JSON and other data formats.
I plan to update the tools to use the license text verbatim from the text files used to compare the license XML rather than formatting the text from the license list XML document. Since most of these text files were verbatim copies from the original source with the original formatting, it should go quite a way to resolving this issue.
This will NOT affect the HTML pages, only the text field in the license list data files.
Please let me know if you see any issue with this approach or have any concerns.

New License List website features

Greetings legal team,
I’m working on updating software which generates the website and license list data to include the status of the “Other web pages” links for the licenses. I have a couple of questions for those interested in the license website look and feel.
My plan is if the URL is no longer live, we will remove the hyperlink and only display the text. I will also append “[No longer live, last checked date]” after the URL text string. Below is an example:
Let me know if this formatting is OK. I don’t think I’ll have time for fancy HTML formatting, but I can easily change the text. Of course, if someone with good HTML skills would like to contribute – the template for this file can be found at https://github.com/spdx/LicenseListPublisher/blob/master/resources/htmlTemplate/LicenseHTMLTemplate.html
There are several other fields about the URL which is available in the JSON (and other) license data formats. I do not have any plans to display these values on the website for this release.
I’m planning on treating redirected web pages as live pages (turns out there is a very large number of permanent redirects in the URLs). Let me know if you disagree with this approach.
