3.16 License List release

Hello all, The version 3.16 release of the license list is now tagged and live at https://spdx.org/licenses. 6 new licenses were added to the list: The release also included updates to various documentation, adjustments to markup for various licenses and other minor changes. More details can be found in the release notes at https://github.com/spdx/license-list-XML/releases/tag/v3.16.
