We use this SPDX identifier:
LicenseRef-scancode-fraunhofer-fdk-aac-codec
I don't want to use LicenseRef identifiers. They're terrible hacks to
deal with a process problem. SPDX agreed to import Fedora license
identifiers some time ago, but since that stalled out, I want to see
at *least* the one identifier from Fedora (FDK-AAC) added for now.

And LicenseRef- tags are an indication that we're not using
standardized identifiers, which defeats the whole point of this. If
ScanCode is making up identifiers, then that's a *massive* process
failure. Identifiers should be added as soon as the license is
recognized to be in use. This is one of the major reasons why the
"Callaway"/Fedora system has persisted.

If you're not able to move at the speed of the community, what are you
doing and what is the point?
