Hi Yegor,

We have Matching Guidelines to explain when a license may be a match or not, see: https://spdx.org/spdx-license-list/matching-guidelines

ISC License has markup to accommodate different names in the disclaimer, which you can see by the red text on the license webpage - https://spdx.org/licenses/ISC.html and by the markup in the XML files in the master file at https://github.com/spdx/license-list-XML
