In light of our discussion today about updates to the CONTRIBUTING file and the process for submitting a new license, I have made proposed changes to the CONTRIBUTING file in a PR here:  https://github.com/spdx/license-list-XML/pull/722  Feel free to comment there or here.

Note: we won’t go live with these changes until the Submit New License Tool has been updated with a few additional fields and the Github login incorporated. If anyone has python skills who can help with these tasks, please see the issues related to that tool here: https://github.com/spdx/spdx-online-tools/issues
