Searching for the term "W3C SOFTWARE NOTICE AND LICENSE" shows a number of matches, the first of which is the existing (newer) W3C Software license, and the second is an example of this older license.

It may be beneficial to rename the existing license to clarify its version, and that it is different from the other W3C licenses that exist (such as the W3C Documentation license that I have separately emailed about). For example, renaming the short name to be: W3C-SOFTWARE-20021231.
